HR ___IN THE HOUSE OF REPRESENTATIVESRepresentative Julie-Ann Catungal introduced the following bill which we referred to the Committee to __________.Animal Testing BillSection One:This bill of law will establish the rules for any cosmetics company that creates cosmetic products for men. Companies that create cosmetics must have the product tested on animals before testing it on humans. Section Two: Congress hereby finds and declares that cosmetics are flawed due to lack of sufficient research. In order to carry out efficient research (synonym), cosmetic companies should undergo tests on animals. The products created by the company should first go through animal research, if they do not cause problems they will have to be tested on humans. If the product causes harm to animals, the product cannot continue. Most animals are quite similar to humans, such as cuties or monkeys. Mice are ninety-eight percent genetically similar to humans, which is why they are the most commonly used animals for scientific, medical, and cosmetic research. Without animal research we would not have found cures for diabetes, anthrax, polio and smallpox. People should not oppose animal research because the products that most people use on a daily basis are tested on animals. Animal experiments have helped improve our medical research, introduced new drugs, and helped improve lives around the world. Although the animals are used for experiments, the research can help improve the lives of future animals. Animal research can help improve scientific, medical and cosmetic research for the future. With the help of animal research, we help improve the lives of people and animals of the future. The animals will then be tested on humans. A law will be established that companies that create products such as medicines and cosmetics will have to test their products on animals before having them tested on humans. The bill would cost $16 billion a year for animal testing. The law is expected to take effect on January 1, 2015. The responsible agency is the Occupational Safety and Health Administration.
