One change they want to make is the way they communicate locally and globally. They believe that communication is essential to effectively implement strategic plans. In the past, ineffective communication has had a negative impact on peacekeeping for a variety of reasons, including limited understanding of a culture or different views of the population. This resulted in failure to meet expectations and inability to sustain local support. Global communication is just as important as local communication because global communication creates public support internationally. If the media shows that the conflict is taking place abroad, there is a greater chance that the people of the world will intervene. In the documentary film "Hotel Rwanda," a journalist named Jack tells Paul Rusesabagina that people are unlikely to intervene in the conflict because no one will care enough, "I think if people see this footage they'll say, 'Oh my God, this is horrible ', and then they continue to eat their dinners. Without global communication, people will not intervene or lend a hand in the conflict, which is why the DPKO and DFS aim to develop public information activities to ensure awareness of the information they have dealing with peacekeeping operations. Training and equipment are another factor in peacekeeping that needs to be improved. Poorly trained personnel are constantly present in the field and, as a result, often manifest themselves in difficult environments and remote. Member States are seeking to strengthen UN peacekeeping training strategies by having experienced personnel available to help. Equipment can also be just as important in the field: it is essential to be fully equipped to develop future capabilities. Examples of equipment that could enhance UN peacekeeping strategies would be night vision equipment and naval vessels.
