Some argue that even if the government suddenly sets an ambitious goal to increase teachers' English skills, teachers cannot achieve the goal in a short period of time. However, the Japanese government is moving to reform English teachers. According to Hosoki, MEXT offers both domestic and foreign English training so that teachers can gain confidence in communicative English in a short period of time. (211) This means that more teachers who wish to strengthen their English can receive government-approved training. Additionally, introducing a qualified ALT into elementary and middle schools will benefit students. According to Aoki (TIMES), ALT is a representation of the West. Most students don't have access to Western culture, it will be a great time to learn facts that students can't learn from Japanese English teachers, such as how Westerners use body language. All this shows that improving the skills of English teachers will benefit both students and learners
