Additionally, primary health care includes the provision of education that enables general practitioners (GPs) to learn and understand prevalent health problems and establishes mechanisms to address them. Where service providers receive effective and relevant education, their ability to provide quality healthcare services is improved, thereby strengthening the healthcare system in the country. Strengthening health systems includes improving access to health services. Improved access helps address inequality in the Australian context. According to the principles of the PHC approach, primary health care can increase access to health services as a cornerstone of health systems strengthening through promoting global health coverage, multisectoral collaboration and community participation, WHO (2010) . Some key elements of primary health care as outlined by the Declaration of Alma-Ata (1978) include promoting the country's food security and improved nutrition for the population. There is also a need to improve access to an adequate and safe supply of clean water and the maintenance of high sanitation standards, as well as to ensure the improvement of maternal and child health care through family planning and immunization against infectious diseases identified.
