Cyber CrimeThe article "What Makes Cyber Crime Laws So Difficult to Enforce" discusses the various difficulties faced by authorities in trying to track down criminals who use the Internet to carry out unethical acts . Shinder (2011) highlights the naivety of legislators and their inability to foresee what increased availability of Internet access would mean for police agencies. Unknown and therefore unchallenged forms of crime developed much more rapidly than could be foreseen and managed. The need for an effective cybercrime control system quickly became apparent. Unfortunately, as Shinder (2011) points out, identifying the need for an effective form of cyber policing is only one small step in a series of considerable steps necessary for the effective establishment of such a system. Jurisdictional issues as well as the problem of identifying the name and location of offenders may hinder such a system (Shinder, 2011). Even if police forces can overcome these obstacles, controversies arising from the unique quality of digital evidence remain (Shinder, 2011). Anonymity on the Internet One of the first complications that might come to mind when reflecting on what these "leaps" encompass is the relative anonymity afforded by the Internet. It is well known that bad behavior and anonymity go hand in hand; a bank robber can comfort his fear of recognizing a witness by wearing a ski mask while engaged in a robbery. What is not as inferable is that, while criminals have obvious reasons to attempt self-invisibility, invisibility itself inspires bad behavior (Shinder, 2011).
