In Texas, in May 2012, Craig Stephen Hoard, a repeat child sex offender, was sentenced to seven life sentences. Hoard was convicted of indecent exposure in 1977 and was paroled in February 2001. Seven days later he was convicted of sex with a child. He served nine years in state prison. Three months after his release from his nine-year sentence in 2010, he was arrested again. In June 2010, police arrested Hoard, finding child pornography on his computer and iPod. A video of Hoard was found depicting him in the bathroom of a Conroe pizzeria ordering a five-year-old to expose his genitals. Judge Hamilton can't change what Hoard has done to many children in the past, but he can stop Hoard from harming another child. Judge Hamilton sentenced Hoard to seven life terms. District Attorney Brett Ligon is quoted as saying, "Mr. Hoard has demonstrated that he cannot control his predatory nature. Sex offenders betray the trust that human beings have in other human beings. Many sex crime victims believe that their rights have been betrayed by another human being. This leaves victims with many emotional and physical damages that they can never forget. Sexual abuse violates a person's rights and trust in other human beings it is an extreme punishment that benefits both the offender and the victim in the simplest way. Having an extreme punishment such as physical castration will help prevent other crimes from occurring while still giving the offender a clean slate on work is a minimal risk of recidivism, physical castration is the most effective punishment compared to all others and gives maximum peace of mind to victims while being the most efficient in terms of costs. Physical castration is a very harsh punishment but by far the simplest and gives the best results. Physical castration has the greatest benefits for the offender, the victims and the people around them. The surgery gives the offender a clean slate to reintegrate into society. Offenders who have undergone the surgery have one of the lowest recidivism rates of any punishment studied. Chemical castration, neurosurgery, and therapy are all punishments that do not work as well as physical castration. Knowing that the offender has undergone the surgery, the public around them has peace of mind while living in society with these offenders. Physical castration is by far the cheapest and simplest of all other punishments studied. Although physical castration is very invasive and considered unethical, it offers better results than any other punishment out there.
